You don't say what distro you are using, but install via your system's
installed wine version the windows picasa36-setup.exe:
  wine picasa36-setup.exe

your version of wine is surely newer than the version shipped with the
3.0 linux cludge.

If there is, firefox will find it for you.  Open your firefox plugins
menu and activate the "check-for-updates" tab/button.  I don't have
firefox in front of me or available here (remote) and cannot tell you the
exact method.
