Just to let others know, if you use 3.8 under linux, it seems to look
for the ini files under both file names, and creates them with the
.picasa.ini file name.  So if you use 3.8 you won't have this problem.

And you don't need to mess with the command line to use 3.8; just
download it and double-click on it, and it should work.
