Isn't it the script file called /opt/google/picasa/3.0/bin/picasa?
I would suggest you to basically lunch this file, for instance loading
a gnome-terminal and typing it's name... (or maybe even, depending on
your Linuxer's age, use a console terminal <Ctrl>+<Alt>
+<F1/2/3/4/5/6>, then log in and say "export DISPLAY=0:0", then
finally launch the said command... ;D)

But tell us if ever this file exists, and then what could be said if
ever you type what I've said?
Just need luck and will, and normally it "should" work... ;/
