what version of picasa did you install?

suggestion: if not the windows installer, picasa38-setup.exe, remove the
version you installed and download and install picasa38-setup.exe for
windows, ie:
   wine ./picasa38-setup.exe
   
This should provide a working menu launcher for picasa and if you have
problems with that, the following from the command-line will work:
  wine "c://Program Files (x86)//Google//Picasa//Picasa3.exe"
