I agree. It is proven technology. If you allow "rid", "product" & "timestamp" to be specified in the "layers" parameter, someone can still cut the whole nation into tiles for a large static display or access selected "rid" layers for a dynamic display. Tiles will not work well for animation because adjacent tiles could have different time stamps.
