It's not guaranteed. A route will be selected according to today's data, which may be different from yesterdays (e.g. a new road has been incorporated) More worrying for your case ... do you ever lay fibres along one-way streets, or even past no-right-turn junctions? Directions may not give you what you expect. Using the Directions service to build up a picture of the street network is getting a bit close to abuse of the service, I would have a close look at the Terms of Use before settling on this method in a corporate application.
