two comments:

Unless you opt-in to ongoing SMS messaging, the mobile phone number you input on the website will be used and stored only for the purpose of sending this one-time message and to provide abuse blocking, where available.

If I negate that sentence, I get:

If you opt-in to ongoing SMS messaging, we can do whatever.

Also, you're making the grammar of that sentence harder to understand than necessary. I think the policy should be simple English as much as possible, given that many non-native speakers will read it.

"If you opt-out to ongoing SMS messaging, ...." says the same thing. Though it's more obvious that you're not really qualifying what one would opt-in to. Which is my first comment.
