Kavitha, Could you please give more details about the provision in WRB providing quota for SC/ST women, which you keep mentioning in your mails? As per my knowledge about the bill, you must be talking about the provision where the 33 per cent reservation for women will be applicable to the constituencies which are reserved for SC/STs. Hence, this functions as a quota for women within quota for SCs/STs, without this provision having any implication for the 33 per cent seats reserved for women. (Correct me if I am wrong).
However, the question raised here (by the critiques of the Bill) is that WRB in its present form would function as simply a quota for women from dominant castes (just like parliament, without reservation for women, would be dominated by men). The fear expressed by Mulayam and Lalu is that they (lower castes, minorities) earned their seats after decades of struggle, and it is unacceptable for them to do away with 33 per cent of it in the name of womens reservation, unless their representation is ensured through proper provisions like quota within quota. I do not know why this is unjustified.
