Both calls failed to find the file texlua.exe.
Ok. Can you open a command line (start menu -> execute -> cmd.exe), type texlua.exe and copy-paste the output please?
My guess would be that it was trying to find texlua.exe in the default path for Gregorio rather than in the path for texLive.
In fact there is only one PATH variable. Under Windows, there is no harmonization and most softwares can't see the other ones, which is a very big difficulty for this topic. Normally TeXLive updates the PATH variable so that the .exe files it installs (including texlua.exe) can be found. IIRC there is an option for this when you install TeXLive, maybe you unchecked it? or maybe it's unchecked by default? If the problem comes from this, I'll add a paragraph on the Windows installation page on the website...
