Looks good. Just to be safe, create a file in your home directory named 
".bashrc" with the line 

export TEXMFLOCAL="/usr/local/texlive/texmf-local"

Then, close your terminal window and open a new one. Next, try

sudo texhash
find $TEXMFLOCAL -name "luatexbase.loader.lua" -print
