If I use Courier-Oblique on my system, the situation is reversed, because although both characters have the same nominal width, the "c" has a larger italic correction than the "a". By the way, if you like your fraction bar to extend a bit beyond the numerator and denominator, you can set over_hang 10 within EQ/EN.
