Why anyone would need BMP wrapper to monitor IGP ? BGP has been recently polluted enough that it works just perfectly fine without a new draft/rfc or single line of code change to act as IGP monitoring protocol.
Just enable AFI 16388 / SAFI 71 as described in RFC7752 (possibly with many additional follow-up extensions being currently cooked) and ride on. r.
