Next test: I logged out and logged back in with the Shift key down to bypass my login items.
Sure enough, now the sliders work, but when I log back in normally, the sliders are stuck where I moved them to. So until I figure out which login item is causing this, I guess I will have to bypass login items whenever I want to change Growl's high level behaviour (which won't be very often).
