I haven't figured it out yet due to lack of time, BUT I discovered that the UI for Dashboard is afflicted with the same issue. I cannot add or delete widgets when my login items are loaded. The plus and minus buttons do not do anything.
However, if I login to my account with login items disabled via the Shift key, the Dashboard behaves normally. I need time to test the various combinations of login items in order to isolate which one is driving the issue. I remember using Conflict Catcher in the pre-OS X days to do this kind of thing.
