Hmmm. I think I can confirm this. If I abort all the ones that are past
their rescheduled time a lot of activity occurs and more connections get
added to at least the passive queue.

I suspect a reaper thread would be masking a problem in the re-queue
logic. However there does seem to be a bug in the behaviour. Where does
the download queue get consumed?
