Subject: [The Goan Forum d-list] Mathany Saldanha's Disqualification
   
Letter to the Editor of Gomantak Times:

      The editorial comments in today's issue of your paper on
the disqualification of Matahny Saldanha by the Speaker of the Goa
Assembly as well as the assessment of his political career are unfair and unjust and not borne out by the facts of the case. A number of judicial pronouncements have made it clear that the authority to issue whips and to take decisions for voting on issues before the House rests with the Legislature Party and NOT with its political wing or hierarchy.

      At the time when Matahny's alleged offence took place, he
was the sole member of his Legislature Party as well as its officially recognised Whip. As such he was the only one who could take a decision in this matter and no one else had the authority to do so, least of all Mr.Radharao Gracias, who issued a Public Whip to him, claiming to be the Secretary of the UGDP LEGISLATURE Party! How could he claim to be the Secretary of the Legislature Party when he was not even a member of the Legislature?

      It is well-known fact that Matahny was initially opposed to
the UGDP supporting the BJP in forming a Government, but accepted
his party's decision to do so. He chose to stay out of the Government, leaving it to his two colleagues to take office. Eventually both ofthem left the UGDP party to either directly join or support the BJP, leaving Matahny as the only loyal member of the UGDP in the Legislature.

      It is indeed ironical that whilst Matahny is being pilloried by his own Party for remaining loyal to it, his erstwhile colleagues
who ditched the Party, have joined the Government which his party
claims to support. As a result of its actions, the UGDP which raised
great hopes of becoming a third force, winning three seats in the State Assembly in the last elections,has committed "hara-kiri", being left without a single member in the Assembly.
