My understanding is that a magic item-- say a pen with Inscribe cast on it for 
30 energy, enables the user to cast the spell without knowing that spell or (in 
this case) even being a mage, but that it *still costs the Fatigue* to cast the 
spell.  Hence, Power, which would be a ridiculous expense for such an object.  
Rather, an exclusive powerstone...  

So do we think it's spell time, or use time?
