Historically, the paper industry was already overloaded. Paper was made from cotton and linen, mostly in the form of rags. After the invention of movable type, there were great shortages of rags, and their trade was controlled (exports prohibited, or heavily taxed). It wasn't until the invention of wood pulping techniques, in the mid nineteenth century, that paper became cheap enough to throw away.
