That is one of the things that enchanting an item may give you to
quote Magic p 16 "Some magic items permit the user to cast spells
that he does not know; others have a spell-like effect placed upon
them permanently; still others do various kinds of strange and
wonderful things." The first version of the enchantment for Inscribe
is clearly the permanent effect kind of enchantment.
The second version of Inscribe is described as a "stylus, brush, etc.
that can leave inscriptions on anything, without ever needing ink or
paint." That sounds to me like another permanent effect rather than
being able to cast the spell since the effect of the enchantment
is "writes anywhere and doesn't need ink" rather than "allows the
mage to cast the spell". Casting the spell creates the inscriptions
over an area in a minute; with a minimum cost of 2 that gives a 2
yards radius filled with script. I don't think that you can
reasonably require the caster to draw that large of an area in a
minute or less (particularly if their skill is high enough to cast
the spell in a few seconds) so the second enchantment option is not
the same as casting the spell.
