There is some gain and some loss. 4E calls contragrav TL^ while the old 3E rules called it TL8 in Traveller, TL12 otherwise. If TL12 superscience is possible at all, it might be mechanically complex or amazingly simple. Who knows? And stabilizing a weightless flyer in gusts close to the ground might be tricky, too. Think of a hovercraft at slow speed.
