Nevil, I've seen exactly what you're describing, although I was using narrator which would not speak; and then suddenly they both would start speaking as I started the reboot.

Howeverm the speech sometimes returns after a time. In order to determine whether a message was being displayed, NVDA was started but it would not talk either. It is like the computer goes into an endless loop or similar. On that occasion, I pressed alt F4 and started to reboot and immediately both WE and NVDA began to talk. Unfortunately W7 had begun to reboot by that time. Hopefully this can be fixed. Neville.
