The voices are available from Nuance. Take a look at:
http://www.nws.noaa.gov/nwr/newvoice.htm

A blurb from that page:

All of the VIP voices have been produced using the Speechify text-to-speech system. (The official Speechify name for our "Donna" voice is "Mara".) Speechify was originally a product of the Speechworks company, based on technology developed by AT&T. Speechworks was purchased by Scansoft in 2003, and Scansoft merged
with Nuance in 2005.

Mike

A big advantage that Doubletalk (and its successor TripleTalk) have is
that they are hardware rather than software based.
I agree with you that they are far better than eloquence or Dec and use
TripleTalk whenever possible.
That brings up something else to mind.
The National Weather Service, in their NOAA weather radio service, use
synthesized voices which sound excellent to me. They currently carry the
names Craig (for the male) and Donna (for the female).
Are either of these available for use with a screen reader such as WE and,
if so, what are their pricing?
