Jim,
Assuming the form was marked up correctly, the speak summary command
(Control-Shift-S) should do the trick. If not, however, you might try
using the previous and next line commands (Alt-Comma and Alt-Period
respectively) to get some context as to the form's layout. If that isn't
enough, then the form's author may need to make the document accessible.
