If you do not want to receive that notice,
press window key
type
task bar
arrow down to show or hide notification and enter
tab to windows update
and arrow up to
just  hide icon and notification
then tab to Microsoft security client
and arrow up to
just  hide icon and notification
then tab to OK and enter
