First, you have to create the set file prior to labeling the buttons. This is because the labels will be stored in a .we file, not the .set file.

Go to: Association, Current association, and tab once to the set file edit box.
Assuming there's no set file associated it should read: Default.set.
Simply replace this with the name of the set file you want.
* Note, Regardless of the set file name you choose the .we file will use the name of the executable, which you can see by arrowing down once from Current association to Program information and tabbing to Executable name. I say this because the program title and executable name may differ and you'll wonder why you can't find the .we file. For example, the executable name for Sound forge is Forge110.exe. So if I name the set file SoundForge.set the .we file will be Forge110.we.

After you've entered the set file name tab again to the Association combo-box and select either by title or class, probably title if the buttons are in a specific window and that window title doesn't change. The set file will be loaded whenever that title is in the title bar. If it doesn't work you can always go back in and just change Association to by class and save the set file again.
Tab to the Save and Associate button and press the space bar.

Now you can label those buttons and those labels will be stored in the ..we file.

Oops. I forgot to mention a workaround for the Mouse to focus hot key:
Insert-Plus. Just do the same thing I stated below; go into hot keys,
mouse, and redefine the Mouse to focus hot key.

Assumming that Speak Tool tips is on, you could use Numpad Insert-Plus to
route your mouse pointer to each button and see if a tool tip pops up
which
would then speak the button's name; or you could let your sighted
assistant
read the button name; in either case, use Control-Insert-F while focus
is on
the button to label it.
