First, when you want to shut-down, press the windows key alone, and then tab to shutdown.
The voice control keys (control-alt and the arrows), are sometimes used by video cards to rotate the screen. Be sure to press control-alt up arrow to have the screen right-side up. Then there are some instructions in a knowledge-base article about how to disable these video rotation keys so window-eyes can use them.
