Loreal,
The usual cause of the Control+Alt+Arrow keys not working is that your
computer has an Intel graphics adapter which uses these keys to rotate
the screen. You have to go into control panel and disable them. I don't
have one so I can't give you direct steps.
I don't know what the problem is with shutting down. It may be a Windows
scheme or something similar. But this old school user still uses the old
method. From the desktop just hit Alt+F4. This will give you a list of
options: shut down, sleep, reboot.
