You have to go into control panel and disable them. I don't have one so I can't give you direct steps. I don't know what the problem is with shutting down. It may be a Windows scheme or something similar. But this old school user still uses the old method. From the desktop just hit Alt+F4. This will give you a list of options: shut down, sleep, reboot.
