As for the Shutdown method on Windows 7, I just press the Start button, then 
the left arrow, whereupon you are in a position to decide what you want to do:
If you notice, you should hear that you are on the Shutdown button, whereupon 
you can just press Enter.
However, instead, if you press the right arrow, you'll get a pull-down with 
alternatives, all of which are spoken, and have single-letter activations.

Loreal,

The usual cause of the Control+Alt+Arrow keys not working is that your
computer has an Intel graphics adapter which uses these keys to rotate
the screen. You have to go into control panel and disable them. I don't
have one so I can't give you direct steps.

I don't know what the problem is with shutting down. It may be a Windows
scheme or something similar. But this old school user still uses the old
method. From the desktop just hit Alt+F4. This will give you a list of
options: shut down, sleep, reboot.
