It isn't a beta issue.  It is a Skype 6.22 or 7.0 issue, those functions of the 
Skype api no longer work.

The last version of Skype to support those functions  is 6.21.

Another thing I've noticed is that in WE 8.4 it would announce whenever
someone's status changed or if they signed out of, or into Skype but
that's not happening in  WE 9.0 beta 2.  I went and looked and I do have
the Skype-enhance script enabled and in its options status changes is
checked.
So, I'm not sure why they aren't being spoken.
