It isn't a beta issue. It is a Skype 6.22 or 7.0 issue, those functions of the Skype api no longer work.
The last version of Skype to support those functions is 6.21. I went and looked and I do have the Skype-enhance script enabled and in its options status changes is checked. So, I'm not sure why they aren't being spoken.
