Gwyddion should be able to do that since it has and import module for
JEOL WinSPM files.

Just try opening the TIFF file in Gwyddion.  If it loads without asking
you to enter dimensions and scales manually it should be all right.
Then check Meta → Metadata Browser if you can find the measurement
parameters there.  AFAICT the import module does not put everything that
could be obtained from the file header there so if you need to display
some more parameters please ask.

Also, the file format is described in the WinSPM manual.  If Gwyddion
cannot load your files (e.g. because the format has changed) or just to
be sure you will be able to read all parameters, I suggest copying the
file format description from the manual.
