My theory on that is that garter stitch refers to a chunk of stitching that's above the garter and keeps the stocking from falling through better than a rolling edge does. And a small section of garter stitch at the top of the stocking does do this very well.

This is only a theory and is based entirely on the fact that it works and not on historical evidence.
