Have you tried Dawn soap and a scotch brite pan scrubber? This is assuming you don't mind scratches on the scissors. WD40 it then scrub with a scotch brite or vinegar and salt rub. It depends on how bad the rust is. The first and second works on medium rust and the latter works on light rust.
