Alternatively I have updated
https://copr.fedorainfracloud.org/coprs/roidelapluie/haproxy/
to 2.1.1

In ELEL7 it uses
https://copr.fedorainfracloud.org/coprs/roidelapluie/lua/
which is the LUA for RHEL8 compiled for RHEL7.

We statically compile it within haproxy.
