Yep and it does work, as I've applied it as-is two weeks ago and it
worked.
It didn't work for me on 2.6-dev5. It won't even compile. There were a
bunch of warnings about using things deprecated in 3.0, which you likely
already know about, then when it tried to link, it couldn't find
things. I'm doing this on Ubuntu Server 20.04.

When I first tried, I installed quictls to /usr/local/quictls, and
adjusted the options for the haproxy build accordingly. Then, just in
case there was something special about the /opt/quictls path, I
uninstalled it and installed it again to /opt/quictls. Didn't expect
that to make a difference, and it didn't. The build and install of
quictls proceeds without any problem that I could see.
Maybe there's something wrong in my environment that I don't know
about? It compiles 2.4.15 and 2.5.5 with no problems, as long as I
don't add USE_QUIC=1.
