If you really want "line art" to sparkle and look almost as good as the original you need to scan at about 600 dpi or more, then apply unsharp mask, then increase the contrast. After that it can be down sampled to 300 dpi or a bit less. I would consider handwriting that is not put through OCR to essentially be line art.

I think there are files that need to be scanned even if they are capable of
OCR such as consultation reports and records provided by others in paper
format.  I think that resolutions of 300 DPI works pretty well with most
things for making them legible as long as the contrast is adjusted properly.
Of course, all of that it very time consuming if one has a large number of
things to scan.
