I do not believe setting up VistA is any more complicated than any other major enterprise-wide software product. People do not buy Peoplesoft off the shelf and install it themselves. They pay for installation, training, and integration. Any software product developed to solve a large business problem for large organizations is very likely to be just as "complex" as VistA.
