With either, it depends on variables, some known, some not.  I agree with 
Rodney, ask around if you can.  Also ask the providers what they expect to 
deliver and what they will guarantee.  Call up their support center late at 
night and have a friendly talk with a tech.  You may get some honest answers.

I have cable and it's very fast -- 3 Mbps in, 256 Kbps out.  I use telnet all 
the time and have not experienced any latency issues.  I have known horror 
stories with both, but now that DSL is mature, I suspect it is more reliable 
than cable -- at least in this area where thunder storms are common and lines 
are not buried.
