Got it. 
National Health Insurance model suggests
a few regional management centers that handle
ALL citizen's health care records.
(accomplishment of this model is remote but
at least it's an idea.)
And if a californian moves to Florida, their
data are to be 'transferred' to Florida's
regional center. Would it be possible that
these centers act as back-up if one of the
regional headquarter fails? That means
these centers hold all others' up-to-date
data also.
