Of the 3 forums that I suggested everyone to review
they are based on 2 products.

phpBB  and  vBulletin

is open source.  you can make it do whatever you want.

http://www.vbulletin.com/
full "owned" license is $160 and it includes all of the source code. 
according to their website, you are welcome to modify it to your needs.
again, you can make it do whatever you want.

I have used both of them extensively.  
you can have (your cake) the public, web based, storehouse of information,
Google friendly.
and you can (eat it too) have it email everything it receives to you if you
still want.
