Of the 3 forums that I suggested everyone to review they are based on 2 products.
phpBB and vBulletin http://www.phpbb.com/ is open source. you can make it do whatever you want. http://www.vbulletin.com/ full "owned" license is $160 and it includes all of the source code. according to their website, you are welcome to modify it to your needs. again, you can make it do whatever you want.
