I guess we can assume your cable modem and computers are fine then? Given your description of equipment is this how you had it connected???

Is the equipment running the latest release of their respective firmware? Did I reset them to defaults after upgrading? What is the proper MTU setting for the cable connection, is it set correctly in the modem and router? Are any QOS or Speed Tuning features in the firmware of the devices disabled? If not, try it. Is DHCP enabled only on the "primary router"? Are all of the ethernet cables Cat5E? Are they in good shape? How fast will data transfer from one PC on the LAN to another? (FTP works well) Was the cable modem power cycled before/after connecting a new device to its LAN port? (Required down here. Cable company seems to lock onto the MAC address of whatever is connected directly to the cable modem. Takes at least a couple of minutes for it to flush out of their system.)
