I found out what the issue was.  He still had the dial-up-networking entry
for AOL on his system (which was marked as disabled).  Removing that entry
allowed LU to start working again.  For some reason, it was trying to use
the disabled entry.

I'd be looking for calls from LiveUpdate, where they
are going, and the 
resulting "state" of the connection.
