Ok, I fixed it. It was the SAM file. I copied the one in C:\windows\repair (which was over 6 years old) over the one in c:\windows\system32\config and all was well. The user had it so that they had no password on the desired user account.
I am now updating to SP3 and all of the other updates it does not have. After which I will set a password an the Admin account and give it to the for safe keeping. Thanks to those who helped.
