few people have access to all the machines and configurations we are
interested in.  I'd much prefer that we work optimistically and have
lots of people regularly building and testing the code to get the
broadest possible coverage.  We can backtrack if problems arise.

Well, exactly, sorta.

While I think that we can't mandate, I'd like to see if we can get a community 'meme' going where people w/ different configs try patches and just report into the JIRA that things worked... would give the committer that handles the patch a bit more confidence...
