RE: Haskell 98: partition; and take,drop,splitAt

I've counted up votes.  I was right about it being
evenly balanced.  I count 9 people in favour of (A) and 9 in 
favour of (B), not counting me.

If there was a clear consensus I'd go with it, but there
isn't.  Fortunately, I don't believe that anyone regards this
issue as terribly important, though the few people who said they
felt strongly were (A) folk.

So I'm going to decide (A) unless someone yells loudly and soon.
