As someone already pointed out, not true when talking about Perl: both
the regex character ranges and the tr operator were surgically altered
to run for the hills^Wpresidency of United^W^W^W^W^W correctly when in
EBCDIC.

As in "ASCII-compatible in the lower 128", but definitely not anything
like ISO 8859-1: http://en.wikipedia.org/wiki/Mac-roman
