I think the counter resets when there's a new episode. So if you have not
listened in three months, but did listen to the last episode three months ago,
it doesn't start counting until a new episode appears.
So it should not, I believe, be the case that it stops downloading just because
there's been no episodes in awhile. It's the time between downloading the last
episode, and when you next listen.
That said, I agree with the thrust of your post ... it should at the very least
be turn-off-able.
