agreement about starting the migrations did not take place.

The plan that I have been proposing all along (from the time when the
new machines got to the acceptable shape) was to start migrating
technically-oriented users first. And of that, first the simple ones.

This would allow us to easily identify problems in the setup, and would
immediately bring the respective administrator's attention to individual
problems, delaying all further migrations until that one is finished.
So each migration would serve as a test of daemon configurations that the 
migrated user is using.

For example, user trying to authenticate over Apache would immediately
bring apache 1.3/mod_waklog issue to the table, and it would get solved.
Because there would be a clearly defined problem and a practical test
case for it.

We have come to a point where this approach would allow us to advance
further from the current position.

Since we haven't heared any better suggestions, I will take the
initiative and lead this whole process as described.

I am going to write a separate email and create a separate Wiki page
right now to officially start and coordinate this action.
