Using a single RW-lock at network topology level has better accurancy while lower performance. The question is whether accurancy can be sacrified in some cases without big impact to other modules. In 02.patch, I removed the codes that use NetworkToplogy in a new SCM container placement policy to keep this patch logically single. The new SCM container placement policy to utilize network topology will be implemented in HDDS-700.
