If I understand correctly, the transfer throttling is primarily for the benefit of the active, to avoid overloading it. I don't think we have much concern around overloading the standby node, since they don't serve traffic. The current approach will still protect the active/observer nodes, so I don't think it's necessary to make the throttling global.
