I also don't have any direct experience with either of the two boards, but I second with Jirka that it should be less likely to hit a roadblock in case of Quartz64, given the open source friendly nature of PINE64.

It is also a more powerful and more recent 64-bit hardware, the CPU of NanoPi is more than a decade old by now. Those are more reasons to favor the Quartz64, in my opinion.

I didn't examine the official U-Boot for Quartz64, but it should be even possible to reuse the existing UEFI infrastructure implemented for HiKey960 via the "bootefi" command.
